Here's the plan. Complete the bunker, with a an underground golf link plus cart. The handlers tell him bombers are headed to the WH and they're all moving underground. Have a TV that plays manufactured programming and actually fake news. Tell him there are potential assassins underground so they're keeping his space locked. Give him a fake phone connected to someone to say he'll follow orders. Have someone bring burgers etc...
