braille is supported in Unicode ⠃⠗⠁⠊⠇⠇⠑⠀⠺⠗⠊⠞⠞⠑⠝
However screen reader technologies don't translate the content from braille to whatever is your local language.
Blind people can use a refreshable Braille reader to read textual content from the interface to physical braille. They also can use a Perkins keyboard to type in braille.

For sign language, the Sutton SignWriting system is also supported in Unicode. However, as the system is written like pictographics instructions and not like a left to right text, it's hard to display it correctly on the web.
