@opensourceopenmind@social.vivaldi.net @dos@social.librem.one A fairly standard feature of desktop and laptop PCs is to turn on or leave suspend following a "wake on LAN" packet.
The modem on a phone is a separate computer which doesn't power down and the VoLTE code it runs is MUCH more complex than XMPP.
Having the modem keep TCP connections open and then wake the main CPU on actual data is theoretically possible.
