I would guess that the personnel profiles are at least procedurally generated, if not outright constructed using an LLM (probably audited by humans, but not entirely well), as one of the officer profile lists a physical description of "tall and has bald," where most other descriptions have a "has medium-length brown hair" or whatever, and "bald" got slotted in. Not a complaint, just an observation.
And it makes me wonder if factors like an officer's religiousity (which is mentioned for many of them) or relationship status (listed for each of them) will actually be a factor in the game, or if they're just fun flavor text so you're not just selecting names and attribute scores off a list. Like, some of the candidate officers "like to party" and some are "interested in starting a garage band." If I recruit several officers who want to be in a garage band, will we get concerts on the holodeck or whatever? Will the concert-going officers have higher morale because there is a band on board?
These would be considerations in a real staffing conversation. Putting a highly religious person next to a militant atheist could create conflict in high-stress situations, and I'm quite certain there will be a lot of stress on our future patrols. Having officers with good morale is likely to lead to a crew with good morale, and good morale is likely to result in a crew that works well together.
Is mutiny a possibility in this game? I really wonder how many of these factors will come into play, whether or not the player is overtly aware of them.

Reknown is indeed a limited resource. Also, there's a bug where if you click Recruit on one officer, it sometimes auto-clicks Recruit on the next officer in line. That's not a fun bug if you're being careful with your choices.
