@downey@floss.social I think the exception for this is IE User Agents, but not in relation to medical ofc. IE is now deprecated. 5 years ago it was common to explicitly show errors for IE UAs if you knew your site did not support IE, rather than the user being unable to load the site properly at all. And sometimes that was really difficult to do and required lots of polyfills and other trade offs.
