the biggest factors regarding your desired output power are your panels and your storage system. you have to deliver enough voltage and current for your charging system, and stay below your voltage and current caps to prevent damage. battery capacity depends on what you hope to do with the power, whether you have to run an inverter or you can use DC directly, accounting for inefficiency at each step. If you're planning on being grid-connected and solar in the same system, there will be regulations for safety (usually some kind of safety interlock), rules around back-feeding the grid, special hardware requirements. laws vary, check locally, get a beer with an electrician. (3/3)
