@Andbaker@aus.social is there a maximum rate at which water can be drawn from the ground and not result in compaction / loss of groundwater capacity? Something that legislators can use when setting regulation?

    Yes, and it would vary site by site, depending on the geology, aquifer properties, climate, etc. Local groundwater management plans are typical. Often, over extraction cannot be quickly or easily reversed.
