I figured out what the device was... PC-3000 Spider Board. This wouldn't work in my situation as the pads I need to access are in the middle of a board. I'll probably just solder some jumper wires to the tiny pads and work from that. If I could get my eyes to cooperate today, cannot get them to focus on anything, so looking at a tiny pad is not going to help much. A tomorrow project.
