@jamesog@mastodon.social found the answer: renovate and docker don't have the same defaults when it comes to creating containers, so the CI job's container was getting the "wrong" type of network. I still have to work around Tailscale's DNS resolution by pointing the containers at a LAN resolver, but now these damn CI jobs are running in a micro-vm container :)
