you're giving a set number of skill tokens at birth, making a time machine is very hard, so you must use all of your tokens towards that, leaving you with atrocious shooting skills

You'd think they would have the time to overcome their shortcomings with practice given, you know, the time travel. But maybe they took the impatience flaw for some extra points.
