Yes, you are allowed to deploy 15 Jenkins side by side. That's ok. It's not a mistake, it is a good practice! It is a practice which works. You control them from one config repo using similar tools. Most importantly, you use the unified naming schema for jobs and artifacts across all of them, and that is enough integration.
