According to https://knowscape.blog/east-river-depth-nyc-tidal, the East River is on average 30-50 feet deep, though in places (like Hell Gate) it can be down to 100 feet.
The Panama Canal seems to be pretty uniformily 85 feet deep, so yes, it is deeper. However, if one looks at the illustration at https://www.worldatlas.com/lakes/lake-gatun.html, the bottom of the Panama Canal is roughly at sea level, thus East River does more to separate Long Island from the main than the Panama Canal does to sever the two Americas
