It's probably doing a fair bit of io wait, paging in the app and various libraries, especially for first use.
Even if that's true, it's still reactive, and this suggests they're using a UI signal to predict imminent demand.
Most of us would consider 1 a feature, and realise that we're going to have to wait regardless, but perhaps with nvme and other modern platforms, higher cpu clock can help pci get there sooner too? There's also nothing philosophically wrong with 2, though I have my doubts it makes a measurable difference.
