I'm not a big fan of our so-called liberal democracies, but they give space for dissident voices. Now imagine that space is gone and when Keir Starmer outlaws your NPO as a terrorist organization that he doesn't need to wait for you to show up at protest to arrest you. How hard would it be to infiltrate EVERY potential dissident group? Right now, agency to do this is very limited, so governments must focus on the most extreme groups.
