You have to take the torque curve into account: at low speed, the engine might not stutter, but at lower RPMs the engine is not providing enough torque, thus getting you worse fuel efficiency. Ideally you want to have enough torque, at the lowest RPMs possible for a given speed, which is not always the lowest absolute RPM without stuttering.
