Most of the claims against that are tweets by police. And the police have never been caught lying, right?
“Mostly false” should be turned into “insufficient evidence” because there doesn’t seem to be convincing evidence on both arguments.

Which is more likely? (a) The police ordered seven tons of bricks to be delivered to a location where a protest might occur sometime in the near future, in the hopes that they would be thrown at them by protestors, so that they could arrest them. (b) Brick piles at construction sites are a common sight in urban areas.
