There is no question that the 14th Amendment confers American citizenship on all persons born in the United States who are subject to US jurisdiction. This includes the American-born children of non-citizens. In US v. Wong Kim Ark, 1898, the Supreme Court found in a 6-2 decision that: "Every person born in the United States, and subject to the jurisdiction thereof, becomes at once a citizen of the United States, and needs no naturalization," And this is how it has applied since then.
