I think the sergeant needs slightly different flavor text. “failure to desist carries a penalty of mild irritation.” with the quotation marks, as if he said it. I’ll add quotation marks to the constable too. maybe they shouldn’t be Soldiers? maybe Bureaucrats or Peasants.
