@jarekrozanski@mastodon.social @HennaVirkkunen Announcing in public that they are opening an investigation is a separate step from doing the preparatory works to decide whether an investigation should be opened. If they made a press release every time they considered looking into something it would be a mess. This is the first step of a formal process that has real consequences, it's not just them saying "huh, we'll look into this". I agree the language is somewhat misleading.
