@giacomo I mean that GnuPG's new, non-OpenPGP formats are "proprietary in the governance sense":
One actor unilaterally decides what they want to do, while not meaningfully engaging with anyone else.
Then they implement their preference, and write up some document that more or less describes the format.

See for example https://author-tools.ietf.org/iddiff?url1=draft-koch-librepgp-04&url2=draft-koch-librepgp-05&difftype=--html which (belatedly) notes that GnuPG’s ed448 keys have *for years* been using a different wire format from ed25519, without any visible discussion anywhere.
