I don't know how much of a problem this person really is. It could be that they're having tech problems or it could be a spammer but either way I'd advise a #fediblibock until this gets figured out. No posts, no one following them and I think this is the 3rd or 4th time they've tried follow me, with my granting it when they had posts & followers.
