That sounds a bit like the way memrise used to be.
The problem with this approach is that no one has the energy to create a complete end-to-end course in say, Dutch. So instead you end up with a patchwork of lesson material, each of which covers much of the same material as the others, yet misses major areas.
So what you need is a syllabus for *everything* that could be learned in the language, which volunteers can then fill in with lessons per topic.
