Yes, I was thinking it looked like a weather-proofed equivalent to a motorcycle.
One seat (for the driver) and probably a little space for luggage in the back, and just enough room for a motorcycle engine in the front.
There might be a market for that these days: almost as fuel-efficient as a motorcycle, but doesn't expose you and your groceries to cold / rain /slush.
