In the overall system, the producers must make a living. What you propose is a radical change. Not just an adjustment law. Leaving capitalism and free market exchanges is not on the table.

They get the profits when things go well and it's their risk if they don't make enough money. It's the job of the government to protect the people, the environment, not to give producers free range to poison everything to keep them afloat.
