He's right to ask for clarification, especially since Chris Bryant has just apologises for cocking this up. Best I can gather from the horrible reporting is that the sanctions coming into effect today were announced in October and, like all new sanction measures, have a temporary phase-in period where they're more lax to prevent big shocks.
