Bold of you to assume there was a plan! We're going to fix it. Add failsafe relays to each panel (so they go to zero when there is no power). If there is no power we can assume the UPS has failed. It does need to travel through successive panels, but we can map the system and know if one is dark all the upstream ones are too.
