I think this kind of question often gets replies that focus on which technology is better for low-tech owners. WordPress vs Ghost vs SquareSpace vs Hugo for example.
My experience is that the choice of tech is rarely the problem, rather it's just really difficult to motivate someone to update their website when they simply have no interest in updating websites.
Have seen this with many friends who run small businesses. They just have zero interest in managing their website, but they know they gotta have one. It's a painful path for them, and whoever they hire to do it. For some friends I simply offer to build it, host it and edit when necessary.
And this is precisely the situation to avoid for community groups! Finding anyone who is generally interested in taking in the web editing role is gold. Then we nurture such souls and hope they remain in the community for a long time to come.
