Switching modes to trade-off flexibility for stability always comes with a risk, unless it directly addresses the immediate shortcomings due to epicrises to bridge oversquashing bottlenecks. But this requires fast coordination, sound privilege escalation and unlimited access to the resources needed to reschedule latent priorities. This is in general not a normal procedure under equal conditions, thus requires stepwise and smooth "deregulation" as a way to relax conditions for particular cases.
