The 'Wheel Sisters' is a Merri-bek program teaching women to ride bicycles in Glenroy and Fawkner. It's been running for 3 years and has taught ~90 adult women (largely Muslim women) bike riding and road confidence skills. It's such a great program for the confidence, independence, skills, social connection and joy that it provides. But most of those women aren't riding for their daily travel, they're just doing recreational group rides on the few bits of safe infrastructure and some quiet streets. Which is very understandable because riding around Glenroy and Fawkner is often scary and unpleasant, probably doubly so if you're a women wearing a hijab on a bicycle.
