Honestly I think a Pixel (yes, rooting, but the easiest yet) with GraphineOS is pretty close to the best so far (well until the Motorola deal happens). Punkt seems expensive but I guess that is part of the Theema instance they have. Although the one that has me excited is the Furilabs FLX1 as it looks a fun Linux phone (Debian!) that allows the whole Android virtualization.
