The purpose of a racist libel is to circulate a defamatory claim about a group in order to justify oppressing them. It isn't about a truth claim at all; the purported truth claim is just a vehicle to circulate the libel. This means that it can't be effectively refuted. The genocide libel is particularly nasty. It features in every modern genocide; the would-be perpetrators first accuse the intended victims of themselves intending to committing genocide. The academic term for this is "accusation in a mirror" and it has been written about quite extensively.
