Anyone attempting to use it becomes a slave to Evil. A henchman of the Greatest Evil, who infected the land with his evil. He invented snow so that water would hurt us to touch. Our World, I don't necessarily disagree in a Machiavellian sense; Roman ruthlessness is why they were successful so long. But by design doing so in Middle-earth leads to ruin.
