It gives you the right to the same health-care as the citicens in that country at the same cost. This means that as a swede I get cheaper and better care when I go to Germany because I pay nothing. Here I get to pay 30 euro for a doctors visit. The downside is that the doctor might try to treat you with homeopathy if you're not careful... 🙂
