Arabs are a people that have rarely united, historically, unless it's under a VERY strong military leader and religious cause (think Saladin and the Crusades). The jews made it a mission to remove strongman leaders since establishing the pissraeli state (even before Hussein or Gaddafi, think Abd El Nasser, who almost succeeded with his Pan-Arab union). They've succeeded largely because Arabs are almost as micro-tribal as Africans.
