@aliide@mstdn.social in Tallinn they removed the fee for locals back in 2013, just removing the fee didn't increase the travel, in 10 years it fell from 40% to 30% while using car increased from 40% to 50%.
The lesson learned is that the public transport also needs to go to places where people need to go without complicate it with excessive switching of transport.

Sure I wish we had free public transfer where I live, maybe I would take the bus instead of walking downtown...
