Being able to follow a Threads account while keeping Threads out of the fire hose seems reasonable to me.
I might also allow hashtag timelines, if that's possible, but I don't have a strong opinion on it.

@Traivor@mstdn.party @EllenJS@mstdn.plus I think it might not affect hashtags that you followed on the home timeline, it only affects when you look up a hashtag. Not too sure though (I don't follow hashtags).
