Also laptop theft from cafes where I live is definitely a significant issue.
Well yes, leaving your expensive stuff unattended in unsafe places is a ridiculous thing to do unless theft you're in one of the rare cultures where theft is either unthinkable or there is sufficient abundance that no one would even want to steal anyway.

Multiple times thieves have rammed a stolen car into the Apple store, grabbing thousands of dollars worth of stuff. Designing systems to make theft less profitable is something a lot of people want. Of course there are good ways to do it and you should absolutely be able to unlock a donated device.
