@Hoonse@chaos.social if the board doesn't work on its own, but requires soldering wires to it (or connecting a cable the user has to manufacture themselves) it's a kit and you don't need to do full CE certification. You still need to register it with an e-waste service provider (look up WEEE).

@hennichodernich@radiosocial.de thank you henning. Ill check that out! I didnt know that this would work, i always thought that you need ce if some/most parts are populated. That would make it easier. :)
