This book (https://www.indigo.ca/en-ca/homelessness-is-a-housing-problem-how-structural-factors-explain-u.s.-patterns/9780520383784.html) argues that the single greatest predictor of homelessness in cities is the cost of housing (disclaimer: I haven't read it yet, thanks @nerd4cities @citynerd@nula.pub). Blanket rezoning was a tool to help #Calgary manage housing costs. I don't think it was meant to be THE solution, as some on Council seem to claim. Its repeal is a step back.
