The Hive project on GitHub is doing an interesting thing to avoid spurious PRs (and AI-slop probably): they auto-close PRs that target an issue where the PR author is not assigned. It means that if you want your PR reviewed, there *must* be an issue, and you *must* interact with maintainers first, explaining how you plan on solving it (specs!) so that they assign you to it. Then only, you can send a PR.
