@docpop@mastodon.social As a writer, my first thought is to call it something else. “License” has a specific meaning in IP law and what you appear to be describing would not fit that definition.
It seems like you are describing a “Certificate” or certification rather than a license.
In either case, if you’re not an IP lawyer yourself and you want your license/certificate to be legally enforceable, I strongly recommend consulting a lawyer who does specialize in copyright law.

@MartyFouts@mastodon.online great feedback, Marty. Thanks for the suggestion. I might be meeting with some lawyers next week who can help clarify if I'm on the wrong track. Getting a lot of feedback on that term, though, so I def need to rethink my usage of it.
