Counting up tweets and online interactions misses out on lots of second order effects that may be quite large.

The other thing that has to be counted, though, is the abuse that happens with screenshots & thus starts off & gets it head of steam up under the radar of the victim before they can report it. Not automating it with notifications might increase that - & make moderation more difficult. Abuse happens more often in replies, boosts and with hashtags to draw in more people. In the end, safety here is the burden of moderators and the rest of us.
