Suggestion: put the first within the , the `div.meta-link` second, and use CSS to visually reorder them.
Headings denote the beginning of a section of content, the link belongs to that section, therefore, it should be after the heading in the reading order (I think it's okay for the link to come first in the visual order because the visual design makes the association clear).
As a more practical matter, non-sighted users who navigate by heading will miss the link if doesn't come after the heading in the reading order. In this example, the same link is repeated in the first paragraph so missing the "meta" one wouldn't really be a problem but in designing a post template, you probably can't assume that will always be the case.
