I propose the following constitutional amendment: The right of the people to own, manufacture, buy, sell, modify, and/or use a general-purpose computer, computer-controlled milling machine, document printing devices, and/or three-dimensional printer shall not be infringed. Congress shall make no law requiring the registration or government approval or disapproval of general-purpose computers, computer-controlled milling machines, document printing devices, and/or three-dimensional printers. Any restrictions of the rights protected by this amendment must be subject to the highest judicial review and use the least restrictive means to ensure public safety. It is the right of the people to use general-purpose computers, computer-controlled milling machines, and/or three-dimensional printers to exercise their rights as provided for by other amendments to the constitution of these United States. This amendment must not be interpreted to restrict rights enjoyed by the people before the passage of this amendment.
