I also propose: Congress shall make no law providing for patents or copyrights that last longer than 15 years, nor shall Congress make a law allowing the holders of copyrights or patents to restrict noncommercial use or the making of private backup copies, nor shall Congress make a law granting any kind of patent without the public demonstration by the applicant of a working prototype.
