GDPR article 4, which defines the controller, doesn't stop at natural or legal persons, it also includes any "other body". The question of who is the data controller relies on who "determines the purposes and means of the processing of personal data", whatever that person or entity is. It is therefore completely OK to consider an informal / unregistered association as the data controller.
Btw, many countries in the world have a concept identical or similar to an unincorporated association:

Although the Wikipedia article is redacted in a way that could leak to believe that unincorporated association don't exist in countries using civil-law, it is indeed possible. For example, such unincorporated association or officially recognized in France.
