A brief spike in demand as people prepared for lockdown caused severe shortages and price gouging because the retail sector had established supply chains to deliver exactly the anticipated amount of stock to stores and no more. As the demand for loo roll on a population level is quite consistent and predictable, there was no flexibility in the logistics to accommodate this event.
