I don't know much about Burke, but my very limited understanding is that he was staunchly anti-egalitarian (and seemed to base his claims on the idea that the French revolution proved liberalism was inherently dangerous), so for him, the right person would have to be somebody who was opposed to any policy that promotes equality. Obviously the label of Democrat has not held up the principles the party claimed, but progressive coalitions within the democratic party have. People like Jefferies don't seem to have much of an ideology other than promoting what they're being paid to advertise. Basically, they're for sale to the highest bidder. I don't think that person would have to be an actual technocrat, whether you mean the idea of somebody with knowledge based on educational background and experience, or just somebody with wealth like Thiel/Musk/Bezos who sort of purchased the label of technocrat for themselves despite not really having any qualifications to make them an expert in what they want to be handed control over.
