its worth saying that at this point nearly every oversight visit to detention facilities ends with horrified witnesses talking about the inhumane conditions people are subjected to. That GSA is telling them to not "get hung up on" issues like "needing paint and carpet before occupancy" is not hyperbole. It is an explicitly dehumanizing policy.
