Under the TRIPS (the WTO's IP chapter) and the WCT and the WPPT ("The Internet Treaties") parties are only required to prohibit circumvention IN CONNECTION WITH INFRINGEMENT. There is no copyright infringement in installing a third-party app store, using generic ink, or letting an independent mechanic fix your car or tractor.
